English in India

Hi, I came across this Wikipedia article stating that "only" 90 million Indians can be considered English speakers.

This surprised me a bit. Any local insight on this? It seems most major media use English, or maybe I am wrong?

And are domains in regional languages popular?

PS: Sorry about the misspelling in the headline. Cannot edit it...

Still a very large audience and predominately internet users.

Regional language content in quite a few sites however idn have really yet to take off and may be quite some time yet as English is still dominant in the Indian webspace.
