I know it's a bit too long but has 90,500 exact local searches (with an average CPC of $0.64) in Google Adwords.

You're absolutely right! This is one of those cases in which the number of local searches is higher. What I like about this domain is that a search on Google produces about 1,000,000 results which is really low compared to the high volume provided by the Adwords tool. If you select "pages from India" in google.co.in (which is a thing many Indian surfers do), the number of results will even lower to just 29,000!

How could all this affect this domain's value?

It's a webmaster type domain. I think a webmaster might pay up to around $100 or so for it to take advantage of the term's high search volume. I don't really see much reseller value.

Search volume is an important metric; however, it's just one of many things to look at in evaluating a domain.
