hey,is that allowed,i mean if you put mydomain.com/.in at sale (in suppose sedo),for xxx,someone offers xxx,can you not sell? without some penalty?

It is allowed. You never have to accept an offer at sedo even if you have a set asking price and usually they will make a counteroffer that is higher or send it to auction. That's why you'll see a lot of premiums sometimes with what look like low asking prices. Just to garner interest.
