Who provides the .ernet.in TLDs for domain names. I have seen that they are really uncommon and selected institutes have then, like the IITs . Is this a government restricted extension?

.ernet stands for "educational research institutes"

It's restricted.

I'm not sure, but it looks like these guys:
WELCOME TO ERNET INDIA::::::::::
are in charge of it.

They also have a list of a lot of the .ernet.in sites:

Thanks for the info Jeff It was probably this reason most government institutes had this and also the IITs.
