So it sounds like that the ind.in is for individuals/personal use,
all others seems OK if use them for websites, but
only focus at .in & .co.in - if you plan to resell the domains?
Well if you think about it, .in is still a budding extension relative to the vintage staples like .com,.net,.org,etc,so its not yet a "strong" extension yet. If you consider the fact that .net.in for example is much weaker than .in, then how does it stack up against other extensions in general? Its definitely much weaker. As far as india's ccTLDs go,expect most of the value in .in to remain between .in and .co.in.
Nice list of available India domain name extension and from my information .in(international) available for worldwide and .co.in is more popular Indian domain name estension.

Ms. Neha Naik, Sr. Manager, Strategic Partnerships, .IN.NET discussed the new TLD and the impact it is going to have on the Indian domain market in a session titled “.IN.NET: The newest TLD to hit the Indian market” at WHD.India 2013.
Kicking things off with brief overview of the domain landscape in India, Ms. Neha mentioned how even after ranking 3rd in the number of Internet users around the globe (US and China being No. 1 & 2 respectively), India has an Internet penetration rate of just 11%.
.IN.NET is nothing but a second level domain in the NET TopLevelDomain. And the Turakhia gang is promoting it as a new TLD! They really need some lessons in copywriting! They might even have sold .AD.COM as a new TLD, but I guess that much talked (hyped) about million dollar purchase never got through (AOL has it now).
General public, please note, if you register anything under .IN.NET you will be having a "sub-domain" under a domain called in.net and it won't be under control of .IN registry, but under control of the registrant of in.net (a RADIX FZC of Ras Al Khaimah, United Arab Emirates).
BTW, in.com is with Network18. Incidentally, it is registered through PDR LTD (of the Turakhias). Anyone want to have a go at the parked in.org

A very good bit of information for us beginners as well. I wondered if there were more than .in and .co.in. Trading in domain names is a "now" business and one needs to be up on all of the information. That's why I joined this forum - to learn more about the domain business.
