As you have asked honest opinion here is mine.
Dont see the extention, develop it & do honest SEO. You will see the +ve result. I have few .net.in, .org.in. I have developed some of them with good SEO and they are ranking on first page og google/co/in.
3rd level .in are good only if you are developing, other wise dont waste money on it.

You are saying you are getting very less traffic. Traffic depends on your keywords and your promotion. If your have selected good keywords and properly promoted your site then surely you will get good traffic.
