urgent help needed about paypal

One of my reseller using logic boxes control panel and using paypal for merchant account receiving and adding fund... And registering .de domains...
He have registerd about 5-6 domains...
After registering he make case for refund and get refund...

and my reseller did refund because his account was getting limited due to the case refunds
How can stop from getting refund..??

I thought Paypal didn't allow chargebacks for virtual items? Why did Paypal allow the chargeback?
