Hi Harinder,

If you go to registry.in there is a whois domain lookup right on the home page. That will give you at least partial information about who owns a domain.

For the last while, a lot of whois details have been obscured. So beyond the whois information, you essentially need to be a detective. Often if you go to the domain itself, there will be a contact form or email. You can also email the registrar, and ask them to forward on your email to the owner, which some of them will do.

Tracking down the owner isn't going to be easy if their information is private.

Tyre.in would be more expensive than tyre.co.in - it is shorter and sharper and generally .in is preferred by the market to .co.in.
 
WHOIS .com for checking domains is a good website.
Ask the registrar of the domain (not the .in registrar) to contact the owner. They can put you in touch.
 
I sold Tire.co.in for $20k (see Namebio) . It also shows what Tire.in sold for.

Pricing will depend on How Valuable a Keyword is , and sometimes .co.in can go higher (in this case .in was an undersell). So depends on the market, buyer and seller
