Has anyone sold their 2nd tier names yet?
I'm in a holding pattern on all my .in names.
No more buying (unless it's just a remarkably good deal), but no (or very little) selling, either... I may sell a small handful next month as I clean up my holdings a bit from the great .net.in/.org.in pure geo grab of last year, but that's about it... The rest are getting renewed and developed.

The future of internet in India is a story that's yet to be written. How these English language domains interact with that story is yet to be seen... no one knows and anyone who claims to know is either lying, or trying to convince themselves of something.

Casino.org.in

You can't just start a gambling site with .in. India has very stick laws like this. My guess is that if someone developed it into a gambling site(with out permission) they would be in legal trouble in India, not just take your domain but even end up in prison.
Which highlights why .in are not worth that much and as you say somewhat of risk. Also the lack of privacy makes them hard to develop, for example i can't develop 3 similar .in's because they will easily be pegged as 'less than original' Likely google is already storing the who is .in registrar data and identifying web site based on that info.
