Registering Domain names on Organisation name

Hi, I see some domain names in whois with .IN extension registered under Organisation name.

Can we register .IN domains under organisation name? if yes, the particular organisation should be registered or just unregistered xyz organisation.

I heard some people harrase .IN whois by making calls...why this happen....crazy guys
