Indian Cloud Servers - Pay by the Hour

Could anyone provide me with a Hosting company with a datacenter in India that charges per hour for cloud server access.

I found one Indian Hosting company that provided pay as you go for consumption, but charges around $8 for each server you spin up.

That is very high compared to what I find in the states, where I can spin up as many servers as I want for no cost and they charge me 8 cents per hour for each one.

There are very few cloud hosting providers who provide the services on such basis and I wonder how transparent such billing method is? But still I would rate the normal billing system higher than this 'charges per hour' system to avoid any mess up with clients.
