I got babys.in and a buyer want to buy it from me, he gave a very low offer and I need help to know the real value
please share your opinion

It's kind of an odd spelling, which makes it difficult to appraise.

Checking out sales history, I can see:
babys.nu sold for €170
babys.com.au sold for $162

However, if you've received this inquiry unsolicited, you may as well ask for $1,000 to $1,500 or so. You can always come down from there.

If you can come up with any information about who is making the offer, that would be helpful in pricing the domain as well.

I got the offer in sedo, I don't think its easy to know who is the buyer

You can tell where the buyer is from, and how long the buyer has been a member of Sedo. That will let you know whether they just joined Sedo to make an offer on this, or if they've been a long-time member they are likely to be a domainer. Also, if they are from outside India, you can research for companies that may use that name elsewhere and are expanding into India.

Well he is probably a domainer from India as he is there since 2010
