Bangalore cybercrime refuses to act on complaint

I have complained to bangalore cybercrime, about fraud by someone who has cheated me, of more than Rs 1.1 lakh of my hard earned money, and also diversion of emails , providing all the proof that would be needed. No action has been taken till date, can anyone suggest any reason, why bangalore cybercrime treats a cheater as a VVIP, refusing to take action against her.
Does anyone else have any experience dealing with bangalore cybercrime.
