Ad network with CPM better than $0.03 ?

I am getting an eCPM of $0.03 for the best CPM ad network which I use, that is $.03 for 1000 page views, mostly outside India. Some of the US based ad networks are giving a CPM of $0 , I am getting nothing despite providing thousands of page views. Do you know of any ad network which is giving a better eCPM and accepts low traffic websites with less than 3000 page views monthly ?
