i think the promotion will open to public registration in march 2010.

- Federal cities;
- Autonomous Region;
in india-republic-states-districts-blocks-divisions-municipalities/panchayats (according to urban or rural)

seems most will be reserved for trademark holders and the leftover will be available for public!
geos and certain names like- Domain names GOS.RF, GOSUDARSTVO.RF, MINISTERSTVO.RF, PREZIDENT.RF and others will be reserved!
