Recovering from a Google penalty

If you're hit with such a penalty, the site loses visibility on Google as well as traffic and conversions. I'm trying to imagine a situation where several re-consideration requests have been made and Google still declines them. Is closing shop an option in extreme cases?
 
I had no idea that such personalities existed, though I guess I should have known. I don't know if google would allow the owner to close shop or not, but I imagine in some cases it'd be a good choice for the owner of the site.
 
Google cannot prevent you from closing down your site. It belongs to you, not them. You are just using Google to help get found. There are more search engines than just them. They are the most influential, to be sure, but they are not the only option you have.
 
When reconsideration requests are repeatedly declined, that leaves a site owner in a precarious situation. Google has no say on whether or not to close down your site; this decision should be made purely from a business point of view.

Indeed, there are more search engines out there but is there any that comes close to Google? I think it is paramount that a website owner understands these regulations to avoid getting into such a situation.
