[OT] DNS record registeration

Hi all,
I have been hanging around (lurker) on the forum for the past few days but this is my first post. It might seem stupid as I maybe asking a very simple/basic question which doesn't have anything to do with domain name registration -- at all.

Details are sketchy at best atm.

A group of friends of mine are trying to setup a mirror for some public software. Something like an FTP or some site which can be traverrsed by web-clients like FTP clients and such. This is the general direction.

Now as this is going to be a public resource it needs to have some IP Address which would be registered at one of the Indian registeries.

The group doesn't want/need a domain name at the present as the whole idea is still at an experimental stage.

The domain name of course may come later when the backend and the infrastructure works out.

Now the query is ?

Who are the registerars for doing the number registrations ?

I looked up http://www.apnic.net/ who are responsible for registering these addresses and specifically http://www.apnic.net/community/about-the-internet-community/addressing/nro

as well as http://www.internic.net/faqs/authoritative-dns.html

One of the ways of course would be of course using some ISP and getting a static IP which should be the easiest route to take ?

Are there any other options ?

I may have been complete tangent above but would like some feedback so it gets cleared as to :-

a. who can apply
b. The complexity and the costs assocated with the same.

I'm a little confused about what your end-goal is, which is no surprise as I don't know too much about this area. ;)

Do you want to get your own IP address from APNIC and host your own DNS server? I think APNIC is currently the right authority to apply to for IP address allocation unless that changes in the future. Here are the relevant guidelines:

As you will see, you must meet a number of requirements.

If that's not the case, then I think the easiest way to get an IP address is via your host (when it hosts your website). Also, if it's important to you, you can check with your web host that they have a server located in India.

I'm updating this thread. It looks like NIXI will soon have the authority to issue IP addresses:

In a major win for the Indian Internet services industry, Australia-based Asia Pacific Network Information Centre (APNIC) has authorised a Government-appointed agency to issue IP addresses in India through a National Internet Registry.

Indian companies and Internet service providers will now be able get their IP, or Internet protocol, addresses from the National Internet Exchange of India. The exchange manages the .IN domain registry in India.
A local National Internet Registry will enable local entities to get IP addresses faster and at a fraction of the earlier cost

Sorry for dredging an old thread but as I was given to understand, NIXI has been only the less popular 'org' and few other domain to sell/register.

If anybody knows any better, please let me know.
