This is not to be offensive, but I highly doubt you are going to find any worthwhile insurance sites for sale in that price range. I could be wrong, wouldn't be the first time. But I am betting you need to add at least a 0 for a fully developed site in that niche.

Why not spend the money grabbing a good solid domain - and spend the rest of the money marketing it ? I would think you would be much better off that way.
