Bulk sms Provider abroad from india

I am Looking for Bulk sms provider abroad from india.
Indian Govt made a lots Of rules For sms providers.
like- we can not send sms to DND listed Mobile Numbers( We use sms in registration on our site;Mobile number verification But Govt doesn't allow us)
Govt charging 0.05INR extra on each sms.
We can not send sms 9PM to 9AM.
No sender ids and Mobile Number as sender id allowed.
and a lots of other waste rules.

So i am looking For a Bulk sms provider who allow to send sms in india cheaply.
If they provide world wide sms Then also i will buy...
Please suggest me some Good Bulk sms providers..

Just because of this, a lot of people who were into this business, are not doing it any more. Even if you try to send sms from other countries, it will be having a lot of problem with generating report.
