Yes, even if your site has some kind of a PR penalty, it can still rank in the SERPs.

11. Adding a WordPress blog will automatically fix your site?s SEO.
WordPress is a great tool. But just adding one to your site/replacing with it will not give you any edge. You have to use it wisely to get the results.

The oh-so-popular WordPress does have its limitations.
