Wink Cyber Law Cartoons

I just came across cipfo.org which has a few cyber law cartoons.

The domaining cartoon mentions "Direct Eye" – I assume it must be referring to Directi? I don't get the part about "domains Le Lo". Can someone enlighten me?!

The cartoon "cyber law in India may harm your computer" is pretty funny and ironic.
