Between www.allnews.in and allnewsindia.com which one serves global audience better?

Google India search results allnews.in only for India search where as on google.com it serves .com better.

Since this site requires global Indian audience what are the ways this can be done?

Use of dual domain names are an option like allnews.in is for India search and allnewsindia.com for global search?
