    I've understood Indians can no longer receive money via Paypal, but can they use it to buy something?

    who told indians cant recieve money ? its 500$ limit per transaction.

    As per new term:

    1. Indian Paypal account holder can receive money from anywhere in the world (except India) but single transaction cannot exceed USD 500.

    2. If merchant has Indian Paypal account then he is not allowed to receive payment from Indian paypal account /credit card holder.

    3. Indian Paypal holder cannot make any payment to anybody from the particular Paypal account, Withdrawal of fund only be through transferred to Indian Bank account of the merchant.

    Sorry, I particularly need to understand if an Indian can or can't buy something and pay via Paypal. Some say it's not possible while other say it is but you can't use your Paypal account funds to pay.

    In any case you cannot pay from your Indian Paypal account balance to anybody, all fund accumulated in Indian paypal account will be transfer to Indian bank account only.

    Any Indian citizen by using his credit card can pay to any Paypal merchant (located outside India) .
