I checked to see how many of these Indian companies use and/or own Indian domain names. Here are the results:

Reliance Industries Ltd
It uses RIL.com
It also owns RIL.in (doesn't resolve to website)

Oil & Natural Gas Corp Ltd
It uses ONGCindia.com
It also owns both ONGC.in and ONGC.co.in but they don't resolve to websites

Indian Oil Corp Ltd
It uses IOCL.com
It also owns both IOCL.in (parked) and IOCL.co.in (doesn't resolve)

National Thermal Power Corp (NTPC) Ltd
It uses NTPC.co.in
It doesn't own NTPC.in (parked)

Bharat Petroleum
It uses BharatPetroleum.com
It also owns BharatPetroleum.in (resolves to website)
It also owns BharatPetroleum.co.in (resolves to website)
All three websites look the same to me

I realise we're dealing with a very small number of companies, but anyway here are the stats:

20% - use Indian domain only
80% - use .com and also own Indian domain

For those interested, here are some stats relating to Indian startup companies posted approx. six months ago.

Reliance does own RIL.IN but not ril.co.in

Ace, the registrant organisation of RIL.in is listed as "Comprehensive Technologies Pvt. Ltd" - is this company part of Reliance?
